What is a mass event under the law?
A mass event is an event that requires obtaining appropriate permits and meeting stringent legal standards. In Poland, detailed regulations are outlined in the Act of March 20, 2009, on the safety of mass events. According to this law, a mass event is a gathering with at least 1,000 participants in an open area or at least 300 people if held indoors.
These events may be artistic, entertainment, or sports-related, including football matches. The organizer is responsible for ensuring the safety of the event, focusing on participants’ comfort, sanitation facilities, and oversight by security services.
Mass event security – requirement or prevention?
Every mass event in Poland must be secured, and security for such events is not only a requirement but also a key form of prevention. According to the Act on the safety of mass events of March 20, 2009, organizers must provide an appropriate number of security and information personnel.
For low-risk events, at least 10 security personnel are required per 300 attendees, plus one additional security staff member for every 100 additional attendees. If the event is classified as high-risk, the ratio changes – at least 15 security staff per 200 attendees and two additional personnel for every additional 100 attendees.
